TrustCare works through registered NDIS providers — not directly with participants.
All clinical nursing engagements are arranged through a registered NDIS provider or plan manager. NDIS funding flows through the registered provider framework.
1. What TrustCare Support Is
TrustCare Support is an independent, AHPRA-registered Registered Nurse (RN) service based in Perth, Western Australia. We are not an NDIS registered provider. We do not hold NDIS registration and do not deliver supports directly under the NDIS as a registered provider.
All nursing care is delivered by an AHPRA-registered Registered Nurse in accordance with the NMBA Registered Nurse Standards for Practice (2016) and the NDIS Code of Conduct. Our AHPRA registration is publicly verifiable at ahpra.gov.au.
2. How We Engage — The Provider Partnership Model
TrustCare is engaged by registered NDIS providers as a specialist clinical nursing partner to fill the nursing gaps within complex participant care plans. Here is how the model works:
- A registered NDIS provider or support coordinator identifies a participant with clinical nursing needs that fall outside the provider’s internal clinical capacity.
- The registered provider contacts TrustCare to discuss the participant’s needs and submit a referral.
- TrustCare conducts a clinical triage — reviewing the referral within 24 hours to assess clinical complexity, service fit, and capacity.
- A service agreement is executed between TrustCare and the registered provider (not with the participant directly) setting out the scope of nursing services, fees, and responsibilities.
- TrustCare’s registered nurse delivers the nursing supports as agreed — visiting the participant in their home, SIL, or other care setting.
- NDIS funding flows through the registered provider’s framework. Invoices are directed to the registered provider or their plan manager. TrustCare does not invoice participants.
- TrustCare provides clinical service reports to the registered provider within 48 hours of each visit.
3. Who Can Refer to TrustCare
Referrals to TrustCare can be made by:
- Registered NDIS providers — including SIL providers, support coordination organisations, and disability service providers holding NDIS registration
- Support coordinators — when referring on behalf of a participant to a registered provider who will formalise the engagement with TrustCare
- Plan managers — in coordination with the participant’s registered provider
⚠️ TrustCare cannot accept referrals directly from self-managed participants or participants whose funding is not managed through a registered NDIS provider. If you are a self-managed participant, please discuss with your support coordinator or LAC about engaging a registered provider who can partner with TrustCare.
4. What Participants Can Expect
When a TrustCare Registered Nurse visits, the participant and their family or carers can expect:
- A professional, respectful, and person-centred clinical encounter delivered by an AHPRA-registered Registered Nurse
- Clear explanation of all procedures and interventions, with consent sought before every clinical action
- Privacy and dignity upheld at all times, consistent with the NDIS Code of Conduct
- Open communication with the participant’s care team, GP, and allied health professionals (with consent)
- A clinical service report provided to the participant’s registered provider within 48 hours
Participants retain all rights under the NDIS Act 2013 (Cth) and the NDIS Code of Conduct. Any concerns about care can be raised directly with TrustCare or with the registered provider.
5. Why We Work Through Registered Providers
TrustCare deliberately operates within the registered NDIS provider framework for the following reasons:
- Participant protection — Registered providers hold NDIS registration and are subject to NDIS Quality and Safeguards Commission oversight, practice standards audits, and complaints mechanisms. This provides a layer of accountability that protects participants.
- Funding compliance — NDIS funding for clinical nursing is billed through the registered provider’s NDIS registration groups. This ensures proper claims management and compliance with NDIS Pricing Arrangements.
- Governance — Registered providers maintain incident management systems, worker screening oversight, and practice standard compliance. TrustCare contributes to and supports these systems.
- AHPRA accountability — TrustCare nurses are independently regulated by AHPRA and subject to the NMBA Registered Nurse Standards. This dual-accountability model (NDIS framework + AHPRA regulation) provides the highest standard of clinical and regulatory oversight.
